TENDER DESCRIPTION

The City of Recklinghausen awards, as grantor of the concession, the planning, construction and operation of the district energy supply (QEV) for the newly emerging development area "ISEK Hillerheide" (former trotting track site, approx. 34 ha, up to approx. 1,130 residential units). The heat supply is provided 100% climate-/CO2-neutral via a low-temperature district heating network (flow approx. 45–50 °C, return max. 30 °C) with central heat generation using large heat pumps (approx. 4,000 kW). The heat sources are geothermal probes, use of seawater, and ambient air; photovoltaic/solar thermal are optional. District heating from existing networks, gas and biomass-based energy carriers are excluded. The scope of performance includes planning, construction, financing as well as operation and maintenance of the entire generation and distribution infrastructure, including the customer service connections and transfer stations, for the entire contract term. The procedure is carried out as a negotiated procedure with a participation competition in accordance with §§ 97 et seq., 149 et seq. GWB and the KonzVgV.
