TENDER DESCRIPTION

The subject of the procurement is consulting and facilitation services for the railway track maintenance safety instructions (TURO). Railway Track Maintenance Safety Instructions (TURO) are one of the key instructions that ensure rail transport safety and describe operating procedures. The Finnish Transport Infrastructure Agency (Väylävirasto) develops TURO by means of continuous improvement procedures. An instruction committee has been assembled for the development of the instructions, which includes representatives of the key service providers of the rail network and stakeholders. The Finnish Transport Infrastructure Agency (Väylävirasto) is responsible for the development of the instructions. It is considered necessary to use an external consultant to facilitate the committee work and to support the development of the instructions. The subject of the procurement is the facilitation of the TURO instruction committee and, on the basis thereof, the drafting and updating work of the TURO instructions.
