The contract timeline is as follows:

The framework agreement (RV) is concluded for a duration of six years from its conclusion, with the client having the unilateral, optional right to extend it twice by an additional year each, resulting in a total possible duration of eight years.

The service period for the ongoing operation of the SAP system is approximately January 2027 to January 2033 (6 years), with an option for extension.

• Rough concept by the client completed: 09/2026
• Selection and procurement of suitable cash register software completed: 11/2026
• Award procedure concluded: 01/2027
• Start of detailed conception, including Proof of Concept and verification with the best bidder: 02/2027
• Detailed conception concluded: 10/2027
• Implementations within the Proof of Concept completed: 11/2027
• Conclusion of detailed planning for Phase 5: 12/2027
• PHASE 5:
• Start Phase 5 - Implementation: 01/2028
• Start of demo operation, including training at selected District Administrative Authorities (BHs) on the prepared training system: 06/2028
• Decision regarding the rollout procedure (Big-Bang, staggered, serial): 08/2028
• Correction of errors, including verification in demo operation: 12/2028
• Productive pilot operation starts at selected service points: 01/2029
• Pilot operation at selected service points successful: 04/2029
• NÖ-wide productive launch approved by the steering committee: 07/2029

The tender aims to procure services for the expansion of an existing SAP S/4HANA system, integrating a suitable cash register solution to replace the current "Amtskassenprogramm" at the Lower Austrian district administrations. This involves the agile implementation and rollout of the solution across the 20 Lower Austrian district administrations.

Key deliverables and services encompass:

• Detailed Concept Development: Creation of a detailed concept for the SAP S/4HANA system expansion, including the integration of a cash register solution.
• Agile Implementation and Rollout: Execution of the detailed concept and deployment of the solution to the 20 district administrations.
• Ongoing SAP System Operation: Taking over and managing the continuous operation of the client's SAP system from the current service provider.
• Ancillary SAP Services: Provision of various related services such as the conception and implementation of additional functionalities, support for system maintenance, operational support, knowledge transfer, development of an organizational concept, change management, and training.
• Cash Register Solution Integration Support: Assisting both the client and the cash register software manufacturer with the detailed design and integration of the cash register solution into the SAP system.

The project is structured into distinct phases:

• Project Phase 4 (Fixed Call-off): Focuses on establishing all necessary technical, organizational, and functional prerequisites for the successful SAP implementation at the district administrations, elaborating on the detailed concept based on the client's rough concept, and preparing for the replacement of the existing "Amtskassen-Software" (NPMSYS).
• Project Phase 5 (Potential Follow-up Call-off): Involves the actual implementation of the detailed concept and the SAP solution.
• Ongoing Operation of the SAP System: This is an optional service within the fixed call-off.
• Supporting Services: These are also available as potential follow-up call-offs.
• Transition and Knowledge Transfer: Services for the handover and transfer of knowledge from the previous contractor are also included.
