• Zuschlagserteilung (Award of Contract): Marks the commencement of the framework agreement.
• Kick-Off (M1): To occur within 3 weeks after the award of contract.
• Übergabe SST-Beschreibung (M2): Handover of a comprehensive interface description by the contractor to the client, also within 3 weeks after the award of contract.
• Implementierung und Systemanbindung (M3): Completion of implementation and system integration, expected by week 15 after the award.
• Integrations- und Freigabetest (M4): Execution of end-to-end tests, expected by week 23 after the award.
• Go-Live-Vorbereitung (M5): Setup of the productive environment, final system checks, and training, expected by week 27 after the award.
• Produktivstart / Go-Live (M6): Commencement of productive operation, to occur no later than 28 weeks after the award of contract. This also marks the beginning of the 4-year contract duration.
• Stabilisierungsphase (M7): Intensive monitoring and troubleshooting, expected by week 42 after the award.
• Regelbetrieb: Transition into regular operational mode after the stabilization phase.

• Platform Setup and Operation: This entails setting up the platform, including dedicated test and stage systems, and overseeing its continuous operation. The scope covers license management and providing 24/7 support.
• Payment Transaction Processing: Implementation of interfaces and system integration to handle various payment methods and processes. This includes managing special scenarios like failed payments and credits, as well as establishing factoring processes, dunning, and collection services.
• Fraud Detection: The contractor must provide a multi-layered, adaptive, and state-of-the-art system for fraud detection. This system is required to incorporate automated velocity checks to identify suspicious transaction patterns based on frequency, amount, and time intervals.
• System Availability and Maintenance: The system must maintain a minimum availability of 99.5% or 99.6% per calendar month, with announced maintenance times being excluded from this calculation. System maintenance for payment services connected to the productive RMV sales system is prohibited during peak hours (weekdays 6:00-9:00 and 15:00-18:00), excluding public holidays.
• Documentation and Support: Provision of a comprehensive interface description by the contractor is required, along with ongoing support for contract partners and RMV.
• Project Implementation and Milestones: Adherence to a defined milestone plan is critical. This plan includes a kick-off meeting, handover of a detailed interface description, implementation of interfaces and system integration, integration and release testing, preparation for go-live, and the productive start (Go-Live) no later than 28 weeks after contract award. This is followed by a stabilization phase and transition to regular operation.
• Contract Partner Management: This involves the setup and continuous management of contract partners with their respective agreements.
• Reporting and Master Data Management: The scope also includes implementing requirements for system configuration, blocking management, updating and deleting master data, and providing reporting functionalities.
