The contract timeline is as follows:

Contract Start Date: The framework agreement comes into effect upon the award of the contract ("Zuschlagserteilung"). The contractor must begin work immediately after the contract award.

Contract End Date: The framework agreement ends 4 years after the "Produktivstart" (Go-Live). The contract is awarded for a total duration of four years.

Total Duration: The framework agreement runs for 4 years after the productive start.

Key Milestones/Phases:

The following milestones are defined in weeks after the contract award ("Zuschlagserteilung"):

• Zuschlagserteilung (Award of Contract): Marks the start of the framework agreement.
• Kick-Off (M1): 3 weeks after contract award.
• Übergabe SST-Beschreibung (Handover of SST Description) (M2): 3 weeks after contract award.
• Implementierung und Systemanbindung (Implementation and System Integration) (M3): 15 weeks after contract award.
• Integrations- und Freigabetest (Integration and Release Test) (M4): 23 weeks after contract award, resulting in successfully completed integration tests and written release by the client.
• Go-Live-Vorbereitung (Go-Live Preparation) (M5): 27 weeks after contract award.
• Produktivstart / Go-Live (M6): 28 weeks after contract award. This is the latest point for the start of productive operation, including Go-Live release by both parties and the execution of real transactions.
• Stabilisierungsphase (M7): 42 weeks after contract award, aiming for stable regular operation.
• Regelbetrieb (Regular Operation): Transition to regular operational mode after the completion of the stabilization phase.

The core scope of work for this tender is the processing of cashless payment transactions for the sales platform of the Rhein-Main-Verkehrsverbund (RMV) under a framework agreement.

The statement of work summary and core deliverables include:

• Setting up and operating a payment platform, which encompasses test and stage systems, with ongoing fixed costs for operation, licenses, and 24/7 support.
• Providing a multi-layered, adaptive fraud detection system, including velocity checks for identifying unusual transaction patterns.
• Ensuring seamless functional integration of the payment process into RMV's sales applications, with a focus on a media-break-free UI/UX and minimal user interaction for customer data and payment method entry.
• Offering comprehensive billing and reporting services, such as itemized statements, monthly invoicing based on actual turnover for specific cost components, and various monthly reports for RMV and authorized users on receivables and payment method mix.
• Adhering to strict legal, IT security, and data protection requirements, including hosting services within the EU or UK, BaFin registration, and compliance with regulations like BDSG, DSGVO, EN 301 549, GWG, NIS2UmsuCG, and PCI DSS.
• Executing project management primarily in German, with provisions for technical documentation in German or English.
• Guaranteeing high transaction volumes of at least 5,000 transactions per hour, with the capacity to handle peak loads of 15,000 transactions per hour, and providing proactive information and reporting on failed payments and system irregularities.
• Delivering factoring services, including providing templates for payment reminders and dunning letters, and offering complete del credere protection for acquired and legally existing receivables, with the contractor bearing the risk of customer insolvency or unwillingness to pay.
