TENDER DESCRIPTION

The district of Coesfeld intends to transfer the obligation to dispose of animal by-products pursuant to § 3(1) and (3) of the Animal By-Products Disposal Act (Tierische Nebenprodukte-Beseitigungsgesetz) (TierNebG) with effect from 01.01.2027 by way of delegation to a private waste disposal company (delegated undertaking; hereinafter also referred to as the “delegated party” or “person obliged to dispose”). This applies provided that 1. no overriding public interests conflict, 2. the operation complies with the requirements for the respective type of processing stated in Articles 6, 8 and 9 of Regulation (EU) 142/2011, and 3. it is ensured that the other provisions of Regulation (EC) No 1069/2009, the legal acts issued on the basis of this regulation, the TierNebG and the legal provisions issued on the basis of this Act are complied with. Activities going beyond this description of performance are excluded from the transfer of the disposal obligation.
