TENDER DESCRIPTION

The LZN is responsible for procuring goods and services for the direct Lower Saxony state administration (see § 2 of the LZN operating instructions). With the approval of its supervisory authority, the LZN may assume further tasks for public-law entities requiring supplies within and outside the Lower Saxony state administration as well as for private-law companies wholly owned by the public sector (see § 3 of the operating instructions). In this capacity, the LZN as the contracting authority awards a framework agreement for the commercial collection and delivery of postal items up to 1000 g (excluding parcels and packages) in the route regions 48/49 in a total of one lot (§ 21 VgV). The award is made as a framework agreement with a single company (§ 21 VgV) and sets out the conditions for individual contracts concluded during the term of the agreement. The framework agreement does not create an obligation to accept delivery, but it includes a duty on the part of the contractor to provide the services.
