TENDER DESCRIPTION

From the year 2027, ÜSTRA plans to procure series-ready low-floor solo and articulated city buses with hybrid drives for use in its suburban and urban route network. Since ÜSTRA generally makes use of funding for the procurement of city buses and therefore cannot yet definitively determine the exact procurement requirements, it initially intends to conclude a framework agreement with one supplier in accordance with § 19 SektVO for the delivery of city buses with hybrid drives with an initial term until 31.12.2029. Framework agreements are contracts that a contracting authority can award to one or more companies in order to set the conditions for individual contracts to be awarded during a specified period, in particular the envisaged price. The difference compared to other types of award lies in the two-stage nature of the procurement process. In the first stage, a framework agreement is concluded with one bidder in this procurement procedure. In the second stage, individual contracts are then awarded based on the framework agreement.
