The contract is set to commence on January 1, 2027. It has a minimum duration of 3 years, concluding on December 31, 2029. There is an option for the contract to be extended by an additional year, pushing the end date to a maximum of December 31, 2030, provided that the client does not terminate it in writing three months prior to the end of the initial term.

The core scope of work for this tender involves the renewal of an Enterprise Agreement (EA) contract for the procurement of Microsoft licenses for the City of Pirna. The primary objective is to ensure an uninterrupted extension of Software Assurance (SA) for Microsoft software products and to enable the acquisition of additional licenses through True-Up reports during the contract term, based on the Microsoft Enterprise Agreement BMI. This is necessary due to the expiration of the existing Microsoft EA contract on December 31, 2026, to maintain the IT infrastructure and operational security with a continuous supply of Microsoft product licenses and associated support and maintenance services.

The core deliverables and services include:

• Provision of Microsoft Licenses: Supplying various Microsoft licenses and Software Assurance products with specified quantities, including Core CAL ALng SA Platform UCAL, Office Professional Plus ALng SA Platform, OfficeStd ALNG SA MVL PItfrm, Win E3 FSA Renewal ALng Sub Platform Per User, Win E3 ALng Sub Platform Per User, Exchange Server Standard ALng SA, Visio Standard ALng SA, Project Standard ALng SA, Win Remote Desktop Services CAL ALng SA UCAL, and Win Server DC Core ALng SA 2L. This includes providing license proofs, activation information (license keys electronically via Microsoft 365 Admin Center), and delivery methods, ensuring the client can use new software versions (Software Assurance), and documenting acquired licenses. The bidder must also support the client in fulfilling Microsoft's proof and audit obligations, including annual license proofs and balances.
• License Consulting: Offering advisory services and support for the annual TrueUp license reporting to Microsoft, focusing on economically and legally sound procurement options, identifying over/under-licensing, and suggesting more favorable license models. These services are optional and can be conducted on-site or online.
• Technical Support and Maintenance: Providing ongoing technical support, updates, and maintenance for the Microsoft software products. The contractor must offer German-language support (oral and written) throughout the contract period.
• Seamless Transition: Ensuring a seamless transition from the expiring contract to the new agreement by January 1, 2027.

The contract is set to begin on January 1, 2027, with a minimum duration of three years, extendable by one year.
