The contract begins with the award of the contract and is set to end on June 30, 2027. Engagement Global has a unilateral option to extend the contract once by twelve months, which would make the maximum contract duration until June 30, 2028.

Key milestones and phases include:

• An initial workshop with the client in the first week after the contract is awarded.
• The final concept proposal must be developed within 6 weeks following this initial workshop.
• Results will then be presented to the client and revised within a 2-week period.
• There is a contingent of up to four training dates per contract period.
• Two training dates are foreseen for the remaining months of calendar year 2026.
• Engagement Global can request up to 4 training sessions until June 30, 2027, and an additional 4 if the extension option is exercised.
• After the first training session, another meeting with the contractor will take place to adjust workshop concepts as needed.
• The contractor will be informed about the contract extension at least one month before the current contract period expires.

The core scope of work for this tender is to establish a framework agreement for in-house training sessions aimed at enhancing the leadership capabilities of managers. The primary objective is to equip managers with the skills to foster a stable, discrimination-sensitive, transparent, inclusive, cohesive, and motivating work environment amidst uncertainties, and to expand their methodological competence with scientifically sound leadership techniques. The training should also emphasize the importance of psychological safety in various work aspects such as error culture, feedback, mobile work, and motivation.

The statement of work summary and core deliverables include:

• Development of an In-house Training Concept: The contractor must create a concept for a full-day in-house training, which can be delivered both in-person and online, and ideally be adaptable into two half-day sessions.
• Concept Requirements: The concept must address specified training content with adequate detail, present a coherent content and time schedule, describe the methodology of individual units, include practical exercises and application references to leadership contexts, demonstrate adaptability to diverse participant needs, and outline adaptations for optional online delivery.
• Training Delivery: Execution of interactive training sessions for up to 14 participants per session, encouraging self-reflection.
• Preparation and Follow-up: This includes all pre- and post-training activities, as well as organizational and content coordination with the client.
• Materials and Documentation: The contractor is to provide an announcement text for the internal training catalog, training materials (such as concepts, manuscripts, task catalogs, presentations), and/or a running text protocol (not just a photo protocol). A protocol of training content, photos, and results, including participant contributions, must be provided within two weeks after each training.
• Certificates: Issuance of participation certificates or diplomas based on attendance lists.
• Workshops and Feedback: An initial two-hour online kick-off workshop will be held to discuss the submitted concept and framework. At least one annual feedback discussion between the client and the contractor is required. The concept must be updated if content changes arise.
• Contingent of Training Dates: A contingent of up to four training dates per contract period must be available and offered.
• Location and Scheduling: Training sessions are primarily to take place at Engagement Global's location in Bonn. Dates should generally avoid Fridays and school holidays in North Rhine-Westphalia and Berlin.
• Discrimination-Sensitive Approach: The training must be conducted in a discrimination-sensitive manner, considering diversity aspects and anti-discrimination law (AGG) dimensions, and incorporating existing inclusion needs.
