The core scope of work for this tender involves providing personnel services for digital and IT projects for the Research Data Center for Health (FDZ Gesundheit) at the Bundesinstitut für Arzneimittel und Medizinprodukte (BfArM). The services are divided into three main lots:

Lot 1: Software Development, Architecture, Project Management, PMO, Controlling, UI/UX Design & User Research

This lot encompasses software development and architecture, including frontend and backend application development, cloud-native development, AI/ML development, data engineering, and software and solution architecture. It also covers project management services such as project leadership, agile coaching, Release Train Engineering, PMO leadership, project controlling, and project assistance. Additionally, UI/UX design and user research, including UX/UI design, user research, accessibility, content design, and service design, are part of this lot.

Lot 2: Quality Assurance, Test & Test Automation

This lot focuses on quality assurance, test management, and test automation. This includes test management, test automation, functional testing, performance and load testing, security testing, and quality engineering.

Lot 3: IT Security, Data Protection & Basic Protection

This lot is dedicated to services related to IT security, data protection, and basic protection.

The framework agreement requires contractors to integrate their services into the client's existing system landscape, ensuring proper access authorizations and data protection compliance. Key deliverables and operational requirements include using the client's specified tools and systems (e.g., GitLab, Jira, Confluence), adhering to their processes and documentation standards, and working in a continuously evolving system environment. The tender emphasizes continuous quality assurance, including code reviews, testing, and documentation, as well as the application of agile methodologies (Scrum, Kanban, SAFe).
