The contract timeline is as follows:

• Contract start date: With the award of the contract.
• Total duration: The framework agreement has a maximum duration of 72 months.
• Phases and milestones:
• Tender submission deadline: September 21, 2026, 12:00 PM.
• Binding period: Until February 15, 2027.
• Initial fixed contract term: 36 months.
• Extension: The contract automatically extends by another 36 months unless terminated by the client one month before the end of the initial 36-month period.
• Price adjustments: Prices are fixed for the first 24 months of the contract. The first price adjustment is possible after 24 months, and further adjustments can occur no earlier than after 48 months. No further price adjustments are possible within the maximum 72-month contract period.
• Innovation clause: Technical developments of articles can be adapted up to twice a year, starting earliest 6 months after the contract begins.
• Contract end date: The framework agreement definitively ends after 72 months without requiring termination.

The core scope of work for this tender involves a framework agreement for the supply of ballistic under-protection vests (Schutzklasse 1) and outer carrying covers (Außentragehüllen) to the Saxon Police and other authorities in the Free State of Saxony. Orders will be placed through individual call-offs over a contract period of six years.

The main deliverables include:

• Ballistic packages: These comprise front and back protection parts with respective protective covers, preferably with integrated shock absorbers and/or suitable stab protection as a complete package. They must meet specific testing criteria as per TR "Ballistische Schutzwesten" and "Prüfrichtlinie Ballistische Schutzwesten", requiring a final or overall certification.
• Changeable covers (Wechselhülle): These under-covers are available in black/dark blue or cream white. The ballistic protection can be ordered with or without these covers.
• Removable stab protection: A standard component for the vests, meeting specified technical delivery conditions.
• Shock absorber function: Must cover the entire ballistic insert area (full-surface) as a standard component.
• Outer carrying covers (ATH): Designed to hold the ballistic and stab protection packages, in black-blue, and available in two versions.
• ATH-Patches: Back and chest shields, offered in black or luminous yellow.
• One-piece Hi-Vis overlay for ATH.
• Measurement sets (Verpassungssätze): Three free sets with a complete size spectrum must be provided for individual measurements of personnel.
• Product information and instructions: Each vest must come with general product information and comprehensive usage and care instructions in German.

Key aspects of the Statement of Work include:

• Customization: Ballistic under-protection vests are to be ordered individually based on demand, using a size chart provided by the contractor.
• Delivery locations: Specified in the individual call-off orders.
• Quantity ranges: Minimum and maximum acceptance quantities are defined for various items, e.g., 1,000 to 11,250 pieces for ballistic protection vests and ATH, while changeable covers and Hi-Vis overlays have no minimum but a maximum of 11,250 pieces.
• Compliance requirements: Products must adhere to German state occupational safety regulations, accident prevention regulations, generally recognized safety and occupational medicine rules, and be free of hazardous substances, including compliance with Oeko-Tex Standard 100 for textile fabrics.
• Quality Management: The contractor is responsible for ensuring quality through internal production controls and must have a Quality Management system certified according to DIN EN ISO 9001:2015, along with an ISO 14001 accreditation certificate for the manufacturer.
• Warranties: A 10-year warranty is required for the ballistic and stab protection properties, and a 5-year warranty for the outer carrying covers.
• Delivery deadlines: Ballistic packages must be delivered within a maximum of 15 weeks from the call-off order, while changeable covers, ATH, and spare parts have a maximum delivery period of 8 weeks.
• Transport conditions: Strict measures against manipulation and sealed packaging are required during transport and delivery.
• Language: All contractor communication must be in German.
