Lot n°1 (multi-attributaires) : Missions de contrôle technique

The contract has an initial duration of 48 months (4 years) from the date of its notification. It can be tacitly renewed four times, each for a period of 12 months, leading to a maximum total duration of 8 years. If the contract is not renewed, the decision must be communicated to the contractor at least two months before the end of each period via electronic registered letter.

While the start date is defined as the contract notification date, a specific calendar date is not provided. The end date is consequently dependent on this notification date and any subsequent renewals.

Regarding phases or milestones, the execution deadlines for services are determined for each individual order form, taking into account the type and volume of services required. This period begins on the date specified in the order form or upon its receipt by the contractor. Deadlines for submitting deliverables are detailed in the CCTP (Special Technical Clauses Document). Order forms can be issued throughout the framework agreement's validity, and their completion may extend beyond the framework agreement's end date.

The core scope of work for this tender is an umbrella agreement (accord-cadre) for the provision of Technical Control (CT) and Health and Safety Protection Coordination (CSPS) services. These services are intended for the TCSPi project and other projects undertaken by the Grand Annecy authority.

The tender is divided into three thematic lots:

• Lot 1: Technical Control (CT) missions.
• Lot 2A: Health and Safety Protection Coordination (CSPS) missions for infrastructure works and any preparatory operations.
• Lot 2B: Health and Safety Protection Coordination (CSPS) missions for building works.

The services for Lot 1 (Technical Control) include base missions covering the solidity of structures and inseparable equipment elements, and the safety of people in constructions, including for tertiary or industrial sector works. Additional missions may include the solidity of non-inseparable equipment elements, safety in case of seismic activity, solidity of existing structures, stability of adjacent structures, functioning of installations, acoustic insulation, thermal insulation, and energy savings, and attestation of compliance with thermal regulations.

The project phases mentioned for Lot 1 can include Esquisse - Diagnostic (ESQ - Diag) for buildings, Avant-Projet Sommaire (APS), Avant-Projet Détaillé (APD), Projet - Dossier de Consultation des Entreprises (PRO-DCE), monitoring of realization (Suivi de la réalisation), monitoring of reception (Suivi de la réception), and Garantie de Parfait Achèvement (GPA). For infrastructure, phases include Avant-Projet (AVP), PRO-DCE, monitoring of realization, monitoring of reception, and GPA.

The agreement is for a duration of 4 years, renewable four times for a period of 1 year each, for a maximum total duration of 8 years. The geographical scope of intervention is the territory of Grand Annecy.
