The contract timeline is structured as follows:

The framework agreement has an initial duration of one year starting from its notification date. It can be tacitly renewed three times, each for one year, leading to a maximum total duration of 48 months (4 years). The provisional start date for the execution of the contract is set for the last quarter of 2026.

Key milestones and phases include:

• Application Deployment/Development Phase: This phase is scheduled for a 6-month period, from January 1, 2027, to June 30, 2027. The application must be fully deployed and functional by October 1, 2027.
• Step 1: This initial phase involves a project launch meeting, defining the technical requirements, documenting decisions, establishing the system architecture, creating a project plan, outlining the migration strategy, and listing functionalities to be configured. Deliverables include a detailed project schedule, a document describing functionalities and circuits, and the implementation strategy.
• Step 2: This step focuses on the implementation of the system functionalities and circuits. Following this, a preliminary version of the application will be made available for a two-month evaluation period, from July to August 2027.
• Step 3: This phase includes an initial presentation and training provided by the contractor to designated trainers. A final data migration is to be performed just before the system goes into production, with a maximum duration of 2 working weeks (14 calendar days).
• Step 4: This final step involves the production launch of the new tool. The contractor has 30 days to issue a "procès-verbal de mise en ordre de marche" (statement of readiness), which ONaCVG will validate upon verification of implemented requirements, workflows, and functionalities. Following the production launch, ONaCVG will conduct a suitability verification.

The core scope of work for this tender involves the architectural redesign and data migration of ONaCVG's management and aid monitoring tools.

The key activities include:

• Project Initiation and Planning: Launch meeting, defining technical requirements, documenting decisions, establishing system architecture, project planning, and migration strategy.
• System Development and Implementation: Conception, parameterization, development, integration, and commissioning of modules; managing profiles, roles, and authorizations; providing consultation, control, and validation screens; managing digitized documents; implementing security and RGPD compliance; and supporting production deployment.
• Data Management: Analysis of ONaCVG data, proposing mappings, tools, and procedures for data conversion and integration.
• Support and Training: Providing a training program and technical support (levels 2 and 3) during the warranty period.
• Reversibility Services: Organizing a reversibility launch meeting and providing all necessary documentation and assets for the transfer of the system.

Core deliverables include:

• A detailed and definitive project schedule.
• Documents outlining implemented functionalities, circuits, and their staggered implementation.
• Technical, functional, and operational deliverables.
• Application and documentary repositories (including configuration status, test data, and maintained follow-up documents).

• All maintained software, source codes, components, executables, and necessary batches.
• Comprehensive technical documentation, including the Technical Architecture Dossier (DAT), installation, operation, administration, and usage procedures.

• A reversibility report and a formal certification of data destruction.
