TENDER DESCRIPTION
This tender seeks a comprehensive Human Resources Information System (SIRH) for Lot 1, encompassing the administrative management of careers and payroll, covering the entire employee lifecycle and regulatory payroll production. The scope includes full project services from design to deployment, along with operational maintenance, hosting, and ongoing support, emphasizing configurable workflows, strong ergonomics, and fine-grained authorization management. The solution must adhere to a structured, tool-supported methodology, integrate via SSO (OpenID Connect preferred), Alfresco ECM, and P@stell bus, utilize secure APIs (REST, OpenAPI/Swagger), and comply with stringent security standards such as NIS2, OWASP, RGS, and GDPR, requiring ISO 27001 and SOC 2 TYPE II certifications. This 10-year firm contract targets a go-live on January 1st to avoid mid-year payroll reprocessing, with project launch anticipated in Q1 2027. Bidders must provide declarations of global and specific turnover for the last three financial years or, for new companies, their share capital to demonstrate financial standing.
TENDER BRIEF
The contract duration is 10 years firm, commencing from the notification of the contract to the holder. The new GA/Paie tool, and ideally the GTA tool, should be put into service on a January 1st to avoid mid-year payroll data reprocessing.
Key milestones and phases include:
- Contract Notification (NOTIFICATION MARCHE).
- Project Launch (LANCEMENT).
- A period of "double payroll" (Paie en double).
- Start-up Support (ACCOMPAGNEMENT AU DÉMARRAGE).
- The project phases to be detailed by the respondent include workshops, specifications, data recovery, interfaces, acceptance testing, and training.
- Other key milestones to be integrated into the planning are conception, integration, migrations, acceptance testing, training, and switchover.
- The project also entails phases such as scoping, general and detailed design, realization, project team training, verification operations, deployment preparation, knowledge transfer, and deployment/start-up.
- Maintenance services will begin after a one-year warranty period.
The provisional project planning depicted visually extends through 2027, 2028, and 2029, with contract notification shown in Q4 preceding 2027 and launch in Q1 of 2027.

The core scope of work for this tender involves a comprehensive project for a Human Resources Information System (SIRH), structured into three interconnected lots. The project's duration is set for 10 firm years from the contract notification.
The Statement of Work (SOW) encompasses two main types of services:
1. Project Services: These include full support throughout various project phases, such as framing, general and detailed design, implementation, verification, preparation and deployment, project team training, skills transfer, and deployment/startup. The methodology must be structured, tool-based, and adapted for a multi-stakeholder environment, with clear governance and formalized deliverables.
2. Operational Maintenance Services: These services, which vary based on the chosen hosting mode, cover hosting, evolutive and regulatory maintenance, corrective and preventive maintenance, interface management, supervision, and application support and administration.
Core Deliverables:
The primary deliverables include the provision of all necessary documentation for the solution's deployment, operation, security, business continuity (PCA/PRA), and maintenance. Detailed technical requirements will be outlined in the CCTP (Cahier des Clauses Techniques Particulières).
Functional Requirements Summary:
The tender specifies common functional requirements across all three lots, including:
- Configurable validation workflows with traceability, delegations, and notifications.
- Ergonomics and input quality, encompassing data consistency, blocking/alert controls, and integrated editing.
- Synchronized and governed reference data management.
- Reporting capabilities with standard reports, customizable queries, and profile-based access.
- An agent/manager portal for HR procedures, access to documents/information, and workflows.
- Fine-grained authorizations for functions and data, including delegation.
Specifically for Lot 1 (HR Administration / Payroll), the requirements cover the entire employee lifecycle and regulatory payroll production, including adherence to statutory frameworks, rule parameterization, act management, and comprehensive employee files with document management.
Additional Services:
While there are no additional potential services as a general category, the agreement includes a part executed via purchase orders. This allows for soliciting specific functional evolutions, supplementary training, and additional licenses or subscriptions not covered by the fixed-price maintenance.
Variants:
Variants are not permitted for Lots 1 and 2. For Lot 3, a facultative variant concerning "solution hosting" is authorized, but no other variants are accepted.
