The contract timeline is structured as follows:

The framework agreement is for a duration of 4 years, commencing from the date the contract is notified. The provisional date for contract notification is October 6, 2026, or around November 25, 2026. The provisional notification date for the order for Prestation A is October 9, 2026.

Key milestones and phases for Prestation A are:

• Project Initialization: This phase has a maximum duration of 2 months starting from the notification of the order for Prestation A. The theoretical launch meeting date is October 15, 2026.
• Ready for Operation (Mise en Ordre de Marche - MOM): This phase lasts a maximum of 9 months from the validation of project initialization. The theoretical start date is December 9, 2026, with a theoretical end date of September 8, 2027.
• Acceptance Testing (Vérification d'Aptitude - VA): This phase has a maximum duration of 5 months from the validation of the MOM. The theoretical start date is September 9, 2027, and the theoretical end date is February 8, 2028. The theoretical go-live date is also February 8, 2028.
• Regular Service Validation (Validation de Service Régulier - VSR): This phase lasts 3 months from the validation of the VA. The theoretical start date is February 9, 2028, and the theoretical end date is May 7, 2028.

Prestation C, which includes hosting, maintenance, and assistance services, will be effective from the acceptance of Prestation A (VSR validation) until the end of the framework agreement.

It is noted that these dates are indicative, and the bidder is expected to present their target schedule in their offer.

The core scope of work for this tender is divided into three main prestations: Initial Design and Implementation of the Tool (Prestation A), Additional Services (Prestation B), and Hosting, Maintenance, and Support (Prestation C).

Prestation A - Initial Design and Implementation of the Tool encompasses project management, technical and functional design, solution installation, environment provision, interconnection with the enterprise directory for authentication, data recovery with associated testing, configuration, and production deployment. It also includes the implementation of expected functionalities, compliance with accessibility levels, and the implementation and testing of GIS interfaces and Raster flow interfaces. Furthermore, it covers the design and implementation of various specialized tools such as a boat counting tool for locks, a mapping and monitoring tool for fluvial heritage, an accident monitoring tool, a winter road viability survey tool, a road counter monitoring tool, and a road operation monitoring tool. The implementation of data visualization and valorization reports (BI or GIS type) is also part of this prestation.

Prestation B - Additional Services involves the recovery of attached documents into the solution, user training (for data entry, consultation, and road operation agents), and various interfacing activities. These include interfacing with AGT360 and Webtrafic via Webmethod/FME/direct native interfaces, covering specification, implementation, and testing. Interfacing with a BI solution (BusinessObjects) and its associated testing are also included. This prestation also covers the design and implementation of a road and fluvial heritage inventory tool, as well as complementary service days for technical or functional assistance provided by consultants, technicians, or coordinators, both remotely and on-site. Specific evolutions requested by the Department (excluding regulatory) and the definition and implementation of a complementary interface are also part of this scope.

Prestation C - Hosting, Maintenance, and Support includes the hosting of the solution on the candidate's servers, the provision of user licenses for production and qualification environments, annual corrective and evolutive maintenance, and user assistance along with functional and technical expertise via WEB and telephone.

The project execution involves two key phases:

1. Project Initialization: This phase requires the presentation and validation of technical and functional choices, a risk matrix, working modalities between the contractor and the Collectivité, a definitive project plan, and associated resources. Key deliverables for this phase include a Quality Assurance Plan (PAQ), a Security Assurance Plan (PAS), launch meeting minutes, a detailed implementation schedule up to production deployment, workload distribution, a Technical Architecture Document (DAT) for network infrastructure, flows, hardware, service accounts, solution deployment, and target architecture, API documentation, a data recovery plan, and a list of stakeholders and their contact information.

2. Operationalization (MOM - Mise en Ordre de Marche): This phase involves conducting workshops for solution parameterization, performing functional and technical parameterization on a preliminary environment, and holding quadripartite specification workshops to define interface contracts. It also includes participating in the implementation of interfaces on a preliminary environment, validating interfaces and interconnection with the enterprise directory for authentication, and recovering data from the existing solution (SIR). Expected deliverables for MOM are a solution installation file, a detailed solution functionalities file, an exploitation file (DEX), an updated implementation plan, a parameterization notebook, a methodology for creating a data section in SIR, a functional acceptance test plan, and a data recovery acceptance test plan.
