Acquisition de garrots pneumatiques et jonctionnels et formations associées au profit des établissements du Service de Santé des Armées

The contract is for an initial period starting from the date of notification until December 31st of the current year. It will then be tacitly renewed on January 1st of each year, for a maximum of 4 renewals, not exceeding a total duration of 48 months. The contract will conclude no later than the end of 48 months of execution. The specific renewal periods are as follows: the first renewal period runs from January 1st to December 31st of year N+1; the second from January 1st to December 31st of year N+2; the third from January 1st to December 31st of year N+3; and the last renewal period from January 1st of year N+4 until the day before the anniversary date of the contract notification.

The core scope of work for this tender is the acquisition of pneumatic and junctional tourniquets and associated training for the establishments of the Armed Forces Health Service.

The tender is structured into three main lots:

• Lot n°1: Pneumatic tourniquets "without manometer"
• Lot n°2: Pneumatic tourniquets "with manometer"
• Lot n°3: Junctional tourniquets

Core deliverables include the supply of these specific types of tourniquets and the provision of associated training. The tourniquets themselves have specific technical requirements such as reduced weight and volume, cleanability and compatibility with surface disinfection, resistance to puncture, quality connections, and, for some, a visual indication of overpressure/excessive inflation. They are designed for manual inflation, without electronic systems, and must be usable in specific environmental conditions (e.g., thermal exposure from -20 °C to +50 °C and hygrometric exposure from 20 %Hr to 100 %Hr). They must allow for total hemorrhage control in emergency interventions on limbs or other sites, be operable by a single person, and feature progressive deflation and a locking system when inflated. The devices also need to include the identification number (lot or series) directly on them.
