The contract timeline is as follows:

• Offer Deadline: September 28, 2026, at 11:00 AM.
• Binding Period End: October 30, 2026.
• Award Decision: Expected by October 30, 2026, at the latest.
• Contract Start Date: The contract comes into force upon award. The project start is immediately after the contract award.
• Initial Contract Duration: 48 months.
• Extension Option: The client (AG) can extend the contract three times, each for an additional year.

Key Milestones/Phases for the SaaS solution:

• Technical Detailed Concept (incl. Migration Concept): November 2, 2026 - January 15, 2027.
• Setting up Ticketing Products and Templates: November 23, 2026 - January 18, 2027.
• Implementation of necessary additional developments: January 18, 2027 - February 26, 2027.
• Test Operation with selected organizers: March 1, 2027 - March 30, 2027.
• Start of Regular Operation for all scenarios: March 31, 2027. The earliest possible start is January 18, 2027.
• Migration of prioritized Ticketing Service Providers: April 1, 2027 - June 30, 2027.
• Migration of all other Ticketing Service Providers: July 1, 2027 - November 30, 2027.

• Support of future, mandatory versions of the VDV-KA-Migrationsstandards (((etiCORE.
• VDV-Barcodes for ticket generation.
• VDV-Schrift 733 for ticket layout.
• VDV-Schrift 734 for "Print@Home-Ticket" generation.
• Exclusive use of 2D-Barcode of type Aztec-Code as data carrier.
• Adherence to VDV-Kernapplikation for technical generation and underlying data structures.
• A documented, versioned REST-API with JSON-Datenaustausch.
• Project communication via RMV-Ticket-System (Jira).
• Bidder's computer operating systems must be Microsoft Windows (from XP SP3), MacOS X, or Linux.
• Bidder's computer must have a current internet browser (Chrome 94+, Edge 94+, Firefox 90+, Opera 79+, Safari 13+ in 64 Bit Version).
• Bidder's computer must have a current E-Mail Client (e.g., Outlook, Thunderbird).
• Recommended use of 7-Zip for file compression.
• Software certificates for advanced signatures/seals from Allgeier IT-Solutions GmbH or Bundesdruckerei GmbH (D-TRUST Softtoken Class II).
• Cards for qualified signatures/seals from TeleSec, Bundesdruckerei GmbH (D-TRUST card), or DGN Deutsches Gesundheitsnetz.
• The e-procurement solution subreport ELVIS for the tender process.
• BSI-certified SecSigner-Plugin of SecCommerce for qualified signatures when using subreport ELVIS.
• The RMV-Kombi Ticketsystem must be scalable and capable of automated load peak management.
• Response time for at least 95% of all API and user requests under normal operation must not exceed 2 seconds.
• Response time for at least 99% of all requests during defined peak loads must not exceed 5 seconds.
• System availability must be at least 99% per calendar year for 24h operation.
• The system must prevent crashes, data loss, or inconsistent booking states during sales launches with highly increased parallel access.
• The RMV-KombiTicketsystem must be capable of automatically generating and providing at least 5,000 personalized Kombi Tickets per minute during peak times.
• Provision of at least two separate system environments: Test environment and Production environment, which are technically and logically distinct.
• Use of anonymized/pseudonymized test data in the test environment; no real personal data.
• Continuous support for further developments and new versions of specified operating systems within product care and maintenance.
• Project communication must be in German language.
• Binding changes to relevant VDV specifications must be implemented within a 6-month period.
