Rochdale Team Around the Young Person Accommodation Model (TAYPAS)

TENDER DESCRIPTION

Rochdale Borough Council is seeking to commission a Young People's Supported Accommodation Service based on the Team Around the Young Person (TAYPAS) model using a Competitive Flexible Procedure via Light Touch Regime as per Procurement Act 2023. The service will deliver specialist, psychologically informed supported accommodation for young people aged 18-25 with support needs who are at risk of, or experiencing, homelessness. The provision will deliver 24/7 support and management across our newly developed, purpose-built accommodation of 28 x self-contained units of accommodation. All three sites are council-owned assets, which will remain in Council ownership and be leased to the successful provider. To maximise competition and encourage a broad range of high-quality bids, the accommodation will be leased. This can be a Registered Provider (RP), a charitable organisation, community interest company, specialist housing provider, or another suitably experienced organisation.
