RSFT - Provision of Electronic Pre-Operative Assessment Solution

The contract has an initial term of 3 years. It may be extended for two additional 12-month periods at the discretion of the Contracting Authority, making the total contract duration no longer than 5 years. The contract commences on the Commencement Date, and its term expires 3 years from the Services Commencement Date. The term starts from the actual commencement of either the supply of Goods or the provision of Services. There may be an implementation phase prior to the start of goods delivery or service provision, with an Implementation Plan detailed in a schedule if applicable. A Long Stop Date can also be included, which would allow the Authority to terminate the contract if the Supplier has not started by this date. The Authority can extend the term by providing written notice at least three months before the contract's expiry. Key dates related to the procurement process include the Standstill Period ending on 02/11/2026 and the Publication of Contract Details Notice on 03/11/2026.

The core scope of work for this tender involves a supplier fully delivering against all stated operational, clinical, and technical specifications, specifically integrating standard, non-bespoke localized requirements for an NHS acute rollout. The statement of work summary and core deliverables include:

• Requirement Specification Compliance: Meeting the scope and minimum standards outlined in Questionnaire 1.
• Gap Analysis and Risk Remediation: Providing a comprehensive gap analysis of the Trust’s formal Requirement Specification, identifying critical requirement gaps, quantifying risks and their impact, and detailing operational approaches and remediation methodologies.
• Mobilization Schedule: A detailed, week-by-week breakdown of project activities, milestones, and governance gates for the first 100 days, covering technical integration, clinical safety verification, data governance, and user adoption/training.
• Mutual Dependencies and Resource Matrix: Delineating operational boundaries and resource requirements, including Trust-Led Dependencies (inputs, access, or approvals from the Trust) and Bidder-Led Deliverables (software configurations, documentation, testing protocols, or training collateral).
• Go-Live and Operational Readiness Criteria (ORC): Defining objective, measurable exit criteria for transitioning to live clinical operations, encompassing specific quality gates, technical benchmarks, and clinical sign-offs.
• Specification Critique: Identifying and providing a structured critique of any elements within the published requirements deemed operationally conflicting, technically suboptimal, or commercially counterproductive to the Trust's core clinical objectives.
