TENDER DESCRIPTION

The current Wmo tailor-made agreements for support are no longer appropriate in light of current legislation and regulations, case law, and municipal policy wishes. The result-oriented assessments on which the agreements are based are not permitted under statements by the Central Appeals Tribunal (Centrale Raad van Beroep). In addition, internal signals and internal research show that the current setup entails risks for lawfulness, efficiency, and the quality of care. The existing agreements also do not sufficiently align with new wishes, such as improved control over staff deployment hours, the use of the HHM framework of standards, and the desire to apply the new Wmo Contract Standards. As a result, it has been decided to terminate the current agreements early as of 1 August 2027 and to start a new procedure. Based on data from previous years, the contract value for support within the municipalities of Coevorden and Borger-Odoorn is estimated at €3,288,750 per year exclusive of VAT.
