TENDER DESCRIPTION

An industry dialogue and a market exploration have concluded that for the subarea of the local authority, there is currently no efficient gigabit infrastructure with an offering of corresponding telecommunications services available nationwide according to the objectives of the Gigabit Framework Regulation 2.0 and that it will not be available in the coming years. The local authority has therefore applied for and received funding for a nationwide gigabit expansion – referring to the undersupplied subarea within the Economic Viability Gap Model under the guideline "Funding to Support the Gigabit Expansion of Telecommunications Networks in the Federal Republic of Germany - Federal Gigabit Guideline 2.0 (Gigabit-RL 2.0)" dated 31 March 2023 as amended on 13 January 2025 ("Gigabit Guideline 2.0"). The funds provided in this funding program under the Economic Viability Gap Model (hereinafter: funds) are to be passed on by the local authorities to telecommunications companies within the meaning of EU state aid law as investment cost aid for the construction and operation of gigabit networks.
