TENDER DESCRIPTION
This tender seeks a Technical Secretariat to provide comprehensive support for the monitoring and evaluation of the Basque Commerce 2030 strategy and the Basque Commerce Plan 2026-2030. The scope encompasses technical assistance for annual planning, operational monitoring of actions, development and implementation of a robust monitoring plan with defined indicators and data collection methodologies, and the design of systematization tools including templates and databases. Key requirements include a minimum annual turnover of €100,000.00, mandatory Euskera C1 accreditation for at least one team member, and strict adherence to digital deliverable formats in both Euskera and Spanish, along with specific formatting guidelines for proposals and reports. - 9.76% after the follow-up report of each full year (this payment includes the rest of the documentation associated with the project).
- 9.72% in the single report to be delivered in the first quarter of 2031, which will include information related to the actions of the year 2030 (the second semester 2030 report will not be mandatory).
- Report submission deadlines:
- Follow-up report for the first semester of the Strategy and Action Plan: within 3 months following the period of the referred report.
- Follow-up report for the second semester of the Strategy and Action Plan: within the first quarter following the period of the referred report. The report for the second semester of 2030 will not be required.
- Follow-up report for the full year: within the first quarter following the period of the referred report.
- Warranty period: 2 months.
