Servei d’implantació, migració de dades i manteniment del sistema de gestió de persones de la Universitat de Lleida per part de la unitat de Sistemes d’Informació i Comunicacions (SIC) de la UdL

The contract will come into effect upon its formalization through the corresponding administrative document. The total duration of the contract is sixty (60) months. This duration includes a twelve (12) month implementation period and a forty-eight (48) month maintenance and support period, which will begin from the date of the last delivery specified in the contract.

A key milestone is that the main delivery for payroll processes must be fully operational before September 1, 2027. Additionally, before the payroll module goes into production, there must be a minimum of three (3) months of parallel operation with the current system (Ginpix), plus the initial production startup period. There is no possibility of contract extension, whether express or tacit.

The core scope of work for this tender involves the analysis, design, parametrization, and, if necessary, development and implementation of an integral "key in hand" solution for people management. This solution must be based on a standard market product with proven implementation in public administration, particularly in university settings, and must incorporate current technologies while meeting defined functional and technical requirements.

The statement of work summary and core deliverables include, but are not limited to, the following:

• Design and implementation of workflow processes to support human resources processes.
• Development of necessary integrations with other internal and external corporate systems.
• Adaptation or evolution of existing systems for integration with the new solution.
• Definition and execution of a project communication plan to facilitate user adoption of the system.
• Elaboration, deployment, and management of a comprehensive training plan for PTGAS staff, covering technical and functional needs for various profiles.
• Documentation of processes and proposals for improvement, including necessary normative, organizational, or procedural adaptations resulting from the project.
• Establishment of measures to ensure information security and confidentiality, in compliance with current regulations.
• Migration of data from current systems to the new system.
• Elaboration of user manuals and technical documentation, adapted to different organizational profiles.
• Design of the necessary technological architecture, aligned with the UdL's technological ecosystem and capable of future evolution.
• Provision of maintenance services for a period of forty-eight (48) months after system commissioning, including operational support, updates, and evolutionary improvements.
• Availability of a user support service focused on resolving incidents and queries during the service period.
• The system must be adaptable to the specific needs of the University of Lleida, potentially requiring extensions or adjustments to the standard solution.
