    TENDER DESCRIPTION

This tender seeks to establish a comprehensive medical drone delivery service between the Irénée de Bruyn Hospital Center and the Saint-Martin Hospital Center, facilitating the rapid and secure transport of medical products, including medicines, devices, biological products, and blood bags. The project is structured in two tranches: a 12-month firm tranche for a Proof of Concept (PoC) feasibility study, followed by an optional 3-year operational exploitation tranche. Key technical requirements include the provision of drones, robust management systems, BVLOS (Beyond Visual Line of Sight) operational capabilities, certified medical containers with cold chain management, ground infrastructure such as vertiports and communication antennas, and a dedicated user interface for hospital staff with real-time tracking. Bidders must provide declarations concerning turnover for the last three financial years and valid tax and social security certificates.

    TENDER BRIEF

The contract timeline is structured into two tranches. The firm tranche, dedicated to the feasibility study (POC), has a maximum duration of 12 months, commencing from the notification of the market. The optional tranche, which covers the operational execution of the medical delivery service by drone, is set for a duration of 3 years. The overall duration of the contract is five years. The optional tranche's duration begins upon its affirmation by the contracting authority and is independent of the firm tranche.

Key milestones and their provisional dates are as follows:

    • Publication of the tender specifications: August 24, 2026.
    • Deadline for submission of offers: October 5, 2026.
    • Offer analysis: October 13, 2026.
    • Market notification: October 26, 2026.
