The core scope of work for this tender involves the development, testing, piloting, and commissioning of an integrated IT system. This system is designed for the digitalization of administrative activities within the "Digital Transformation of Ucea commune" project.

The high-level Statement of Work (SOW) and core deliverables include:

• Developing, testing, piloting, and implementing an integrated IT system aimed at digitalizing administrative activities.
• Delivering an integrated package of digital solutions, specifically comprising a GIS platform, an ERP (Enterprise Resource Planning) system, and a Virtual Public Servant.
• Modernizing and automating internal administrative processes.
• Enhancing the accessibility and quality of public services for citizens.
• Establishing a unified, interoperable IT infrastructure that complies with the requirements of the Center Region Program.
• Providing a physical activity plan, detailing weekly activities, phases, logical sequence, durations, control points, and reporting intervals.
• Allocating human resources for each activity based on their respective responsibilities.
• Outlining a work plan for any associated partners or subcontractors, detailing their specific activities.
• Guaranteeing the work and remedying any defects that emerge during the warranty period, as specified in the terms of reference.
• Providing ongoing software maintenance.
• Adhering to a methodology for the development, testing, piloting, and commissioning of the web platform.
