The contractual duration for development, testing, piloting, and commissioning is a maximum of 12 months. The contract must be finalized within a specific timeframe from the moment the financing contract is signed, to prevent the loss of funding. Bidders are required to provide a physical activity plan, which serves as the contract implementation schedule, detailing all phases and stages of completion on a weekly basis, including their logical order, timeframes for each activity, and the positioning of relevant control points or milestones, as well as reporting intervals.

The core scope of work for this tender involves the development, testing, piloting, and commissioning of an integrated IT system aimed at digitalizing administrative activities for the "Transformarea digitala a comunei Ucea" project. This project seeks to develop, test, and pilot e-governance solutions at the level of UAT Comuna Ucea. The ultimate goal is the digital transformation of local public administration activities through an integrated package of digital solutions, specifically including a GIS platform, an ERP system, and a Virtual Public Servant. This transformation aims to modernize and automate internal processes, increase accessibility and quality of public services for citizens, and ensure a unified, interoperable IT infrastructure compliant with the Central Region Program requirements.

• Description of services as identified in the statement of work.
• Methodology for development, testing, piloting, and commissioning of the web platform.
• Ensuring system availability in line with the statement of work requirements.
• Delivery of services and solutions, adhering to specified deadlines and responsibilities.
• Warranty and defect remediation during the warranty period.
• A physical planning of activities (contract implementation schedule) detailing phases, stages, durations, logical sequence, control points/milestones, and reporting intervals.
• Allocation of human resources based on responsibilities for each activity.
