The primary objective is the provision of services for attention, maintenance, evolution, and administration of the Corporate Information Systems for Economic-Budgetary Management, Economic-Financial Management, Public Contracting Management, Purchasing and Logistics Management, and common functionalities and services (Nexus ECCL) on the SAP platform that serves the Community of Madrid. This includes:
- Specialized user attention, support, communication, and training services.
- Maintenance and evolution services for the Information Systems, covering functionalities in Economic-Budgetary, Economic-Financial, Public Contracting, Purchasing and Logistics, and common functionalities for the entire Nexus ECCL platform.
- Implementation services for functional modules.
- Administration and monitoring services for systems, security, and communications of the technical infrastructure.
- Coordination, global management, and control services for the services and work teams.
- Execution of periodic maintenance plans (initially quarterly).
- Preparation of environments and data sets for testing.
- Execution of functional and integration test plans, ensuring completeness and consistency.
- Reporting and follow-up of errors/incidents detected during testing.
- User functional test tutoring.
- Execution of automatic tests for determined maintenance services.
- Creation or update of user manuals, online help, training capsules, and SAP Enable Now tool.
- Actions for the evolutionary fusion with the baseline.
- Preparation and execution of transport orders between environments, ensuring synchronization.
- Preparation of the corresponding Training Plan.
Lot 2:
The object is the provision of services for transformation, review, and improvement of management processes, maintenance, and the quality of the NEXUS ECCL product and service. This includes:
- Assistance to Madrid Digital in service governance.
- Assistance to Madrid Digital in the design and evolution of the product and service.
- Service transformation and knowledge management improvement.
- Knowledge transfer service.
- Global management, coordination, and control of services.
- Evaluation of tasks.
Statement of Work Summary (General for both lots, as applicable):
The overall objective is to implement, launch, and maintain all methodological, normative, or procedural aspects defined, following SAP best practices, standards, and recommendations for system implementation and maintenance, and to disseminate them within the Agency. The services will be provided in accordance with the requirements set in the Technical Specifications and their Annexes, aiming to improve the quality of the NEXUS ECCL service and product.
Core Deliverables (examples include but are not limited to):
- Reports: Test results, user acceptance, meeting minutes, system incident status, periodic monitoring, capacity reports, security reports, transport reports, impact reports for updates/version changes, system volumetrics, work team capacity.
- Plans: Implementation/deployment plans, functional and technical test plans, training plans, communication and change management plans.
- Documentation: Functional, technical, and/or user documentation updates, operation and functional administration manuals, exploitation guides, knowledge base of queries, incidents, and resolutions.
- Deliverables related to task valuation including functional and technical solution approach, documentation to generate/modify, effort estimation, impact analysis of change, and planning.
- Studies: Impact and/or feasibility studies for new adaptations, functionalities, or modifications; functional comparison of solutions; market functional solution analysis; analysis of system integration; analysis of migration strategy.
