The contract has an overall duration of ten months, with the execution of the service to be completed no later than October 31, 2027. The contract stipulation is contingent upon the formal inclusion of the survey in the National Statistical Program (PSN 2023-2025, update 2025), which must be published in the Official Gazette by January 31, 2027; otherwise, the contract will not be stipulated.

Key milestones and phases include:

• Delivery of the survey questionnaire by INAPP: within a maximum of 15 days from contract stipulation.
• Definition of survey instruments (e.g., electronic contact sheet, questionnaire, CATI system): at least 10 days before the start of the pilot survey field phase.
• Final verification of questionnaires and CATI/CAWI system: at least 10 days before the start of the extensive survey.
• Interviewer training: 10 days prior to the start of interviews, with structure and duration agreed upon with the client.
• Completion of the pilot survey: at least 15 days before the extensive survey begins.
• Field phase of the LdR survey: scheduled for the first half of 2027.
• Completion of 10,000 LdR interviews: within 50 working days (including Saturdays).

Payments are structured in tranches linked to specific milestones:

• First tranche (30%): due within 3 months of contract stipulation, upon delivery of the first intermediate report (R1LdR) and pilot survey dataset (D1LdR), or completion of CATI system development, interviewer training, monitoring system verification, and the pilot survey.
• Second tranche (30%): due within 5 months of contract stipulation, upon delivery of the second intermediate report (R2LdR) and datasets (D2LdR, D3LdR), or after achieving 5,000 valid interviews.
• Third tranche (40%): due within 7 months of contract stipulation, upon delivery of the final survey report (R3LdR) and datasets (D4LdR, DCLdR).
• Balance (10%): due within 10 months of contract stipulation, upon delivery of the final LdR survey dataset (D5LdR).

The core scope of work for this tender involves the assignment of services for the realization of a "Sample Survey on Remote Work (LdR)". This survey will be conducted using the C.A.T.I. (Computer Assisted Telephone Interview) technique on a sample of 10,000 employed individuals who engage in remote work, agile work, or smart working. The contractor will be responsible for carrying out all activities necessary for the execution of this sample statistical survey. The objective of the survey is to investigate and deepen the understanding of the phenomenon of agile and/or remote work. The contract duration is 10 months from the date of stipulation.

Core deliverables and a summary of the Statement of Work include:

• Developing and implementing a communication plan for interviewees to minimize refusal rates.
• Conducting a pilot survey with at least 50 interviews, under INAPP supervision, to test the definitive questionnaire, the CATI system, potential CAWI system transitions, and the interview monitoring system. These pilot interviews are separate from the total count.
• Training interviewers (briefing and debriefing sessions), with the structure, duration, and content agreed upon with INAPP.
• Completing 10,000 valid interviews with employed individuals aged 18 and over who work remotely, adhering to the sampling design and allocation constraints provided by INAPP.
• Offering a CAWI (Computer Assisted Web Interview) option for interviewees upon request, which includes a user-friendly compilation system with pop-ups and online help. The CAWI interviews should not exceed 40% of the total, and specific monitoring and follow-up for non-completion or partial completion are required.
• Establishing an informatic platform capable of automatic and simultaneous acquisition of both complete and interrupted interviews, alongside daily monitoring of interviewer activities.
• Producing two Intermediate Reports and one Final Report:
• First Intermediate Report (R1LdR): To be delivered upon the conclusion of CATI system development, interviewer training, verification of the activity monitoring system, and the pilot survey.
• Second Intermediate Report (R2LdR): To be delivered upon reaching 5,000 valid interviews, including cross-tabulations of simple and domain variables with percentages and absolute values.
• Final Report (R3LdR): To be delivered upon completing 10,000 valid interviews, also including cross-tabulations of simple and domain variables with percentages and absolute values.
• Delivering seven specific datasets, structured according to record layouts previously shared with INAPP (e.g., D1LdR for pilot phase responses).
• Generating intermediate and final reports and data sets as specified in the technical specifications.

The eligibility criteria for interviewees, the sampling design, and the questionnaire itself will be defined and provided by INAPP.
