    TENDER DESCRIPTION

    This tender seeks a single supplier to deliver comprehensive energy project development services, encompassing four distinct work packages: an Energy Centre utilities, metering strategy, and energy analysis study; a detailed Chilled Water study; a Compressed Air study; and a Stage 1 (ISO50001) energy audit for specified office and storage areas. The core objective is to identify energy efficiency improvements, reduce operational costs, and enable future energy spend forecasting through thorough assessments of site utilities, BMS data analysis, and PME coverage, while prioritising the optimisation of existing plant and infrastructure. Prospective suppliers must demonstrate ISO50001 experience and meet financial standing requirements, including an annual turnover of at least twice the contract value and a minimum Creditsafe Credit Risk Score of 60. The contract is scheduled to commence in the week of November 2nd, 2026, with a 6-month term, targeting completion by April 30th, 2027, over a 27-week work package period.

    TENDER BRIEF

    The contract is anticipated to commence with a "Go Live" date in the week commencing 2nd November 2026. The initial contract term is for 6 months from this Go Live date. The completion date for the entire service is specified as 30th April 2027.

    Key milestones and phases include:

    The core scope of work for this tender is to deliver an energy assessment comprising four work packages. The primary objective is to identify opportunities for energy efficiency improvements, reduce operational costs, and help the site forecast energy use and plan energy spend accordingly. This involves walkthroughs of main site utilities (boilers, chillers, air-compressors, and motors) to identify energy performance gaps, report recommendations, and review the Building Management System (BMS) and submetering to establish energy sources and sinks, considering the impact of existing and new projects.

    The Statement of Work (SOW) is summarized by the following core deliverables and work packages:

    General Deliverables:

    • Improved visibility for future business case submissions driven by sustainability initiatives.
    • Final report and presentation to stakeholders.
    • Provision of future energy spend forecasting.
    • Identification of improvement strategies for existing energy management processes.
    • Detailed analysis of existing site invoice monitoring and management for gas and electricity.
    • Alignment of improvement strategies with site energy spend to understand benefits.
    • Provision of risk and action plan registers.
    • High-level audit for low-demand buildings to identify potential behavioral change plans and anticipated energy reduction.

    Work Packages:

    1. WP1: Energy Centre Utilities, Metering Strategy & Energy Analysis: This work package focuses on a steam, utility, and energy study within the Energy Centre (EC1) to enhance visibility of energy consumption, provide data for forecasting, and support sustainability initiatives.

    • Baseline Assessment: Obtaining billing data, half-hourly gas and electricity consumption data, benchmarking energy spend, establishing demand for EC1’s primary utilities (chillers, boilers, CHP, water), and developing an energy distribution map.
    • Metering Review & Analysis: Producing a comprehensive meter map for major EC1 utilities, reviewing existing BMS and PME coverage, assessing meter accuracy and performance, and recording issues in a risk register.
    • Improvement Strategy Development: Defining enhanced processes for meter verification, maintenance, and calibration, proposing improvements to BMS and PME metering strategy, and obtaining indicative budget costs for implementation.

    2. WP2: Chilled Water Study: This involves detailing existing chilled water generation plant and distribution systems, breaking down building user requirements (HVAC & process loads), and providing process flow diagrams. It includes analyzing chiller operation and chilled water distribution from BMS data and local weather trends. Solutions will be considered with a focus on optimizing existing plant and infrastructure, investigating plant condition, distribution network, hardware, control strategies, and performing financial analysis with carbon savings.

    3. WP3: Compressed Air Study: This entails detailing existing compressed air plant and distribution systems, outlining building user requirements, and mapping distribution. It includes analyzing energy data to baseline current demands, reviewing run time data against manufacturer performance, and observing equipment. Solutions will prioritize optimization, identify end-of-life or poor-performing equipment, evaluate hardware upgrades and control improvements, investigate centralization, and provide financial estimates including payback and carbon savings.

    4. WP4: Energy Audit Offices & Storage Areas: This involves a Stage 1 (ISO50001) energy audit of specific office and storage areas (Ash, Mod 1, Mod 2, Engineering Workshop, Philip Mellor Insectary (PMI), and ISO 9). The audit will identify low-level energy reduction initiatives, current energy behaviors, and recommend behavioral changes with estimated savings. Identified improvement measures will include CAPEX, OPEX, payback estimates, and an issue register for ongoing management.
