TENDER DESCRIPTION
This tender seeks a cloud-based "OneTrack Solution" to replace fragmented systems for production planning and operational control of passenger train traffic across Norway and Sweden, encompassing establishment, management, and ongoing support services, with a voluntary option for rail replacement bus planning. The solution must adhere to technical standards including ISO 8601 for date/time, Unicode CLDR for locale conventions (Norwegian, Swedish, English), UTF-8 encoding, and full GDPR compliance, including a PII-free test environment. Proposers must demonstrate satisfactory economic and financial capacity, submitting three years of financial statements and a recent credit rating report, potentially with a parent company guarantee. The agreement will initially cover the establishment phase, followed by a three-year operational period with options for one-year extensions, potentially extending the total contract duration up to 19 years after successful establishment and a three-month approval test.
TENDER BRIEF
The contract timeline involves several stages. The procurement process is expected to conclude with a contract award notice on October 1, 2027. The validity period of the Tender is until December 31, 2027.
The Agreement itself will enter into force on the date of signature and remain in effect throughout the Establishment phase. Following the Establishment phase, it will continue for a period of three (3) years from the Delivery date of the first Establishment. The Contracting Entity has the option to extend the Agreement for additional one (1) year periods. The expected contract duration is 19 years after Establishment, although this estimate is non-binding and subject to change.

Suggested milestones for the Initial and General Plan are:

- M3: Agreed and approved solution design
- M4: OneTrack Solution ready for User Acceptance Test
- M5: Approved User Acceptance Test
- M6: Go-live - OneTrack Solution deployed in production
- M7: Approval Test approved – Delivery date
An Approval Test will be conducted over a period of three (3) months starting from the date the OneTrack Solution is put into production. The Establishment phase concludes upon the delivery and acceptance by the Customer of all contractual requirements related to the Establishment of the OneTrack Solution.
