This contract is not divided into lots because it is not possible to identify distinct services. Indeed, the services covered by the contract constitute a homogeneous and indivisible whole. Their execution by a single operator is necessary in order to guarantee the coherence of the guarantees offered, the uniqueness of the administrative management of the contract, the pooling of risks, as well as the clarity of contractual commitments for the contracting authority and the beneficiaries. A breakdown into lots would technically make the execution of the contract more complex, increase coordination constraints between several holders, and compromise the economic balance of the operation.
