This contract is not divided into lots because it is impossible to identify distinct services. Indeed, the services subject to the contract constitute a homogeneous and indivisible whole. Their execution by a single operator is necessary to guarantee the coherence of the proposed guarantees, the uniqueness of the contract's administrative management, the pooling of risks, as well as the clarity of contractual commitments for the contracting authority and the beneficiaries. A division into lots would technically complicate the execution of the contract, increase coordination constraints between several holders, and compromise the economic balance of the operation.
