The subject of procurement includes the procurement and proper, timely and appropriate delivery of specific chemicals required primarily for the smooth conduct of scientific research activities, including the implementation of analyses, experiments and other laboratory procedures, but also for the needs of practical instruction and other teaching activities, depending on the contracting authority’s requirements. The above activities require the use of chemicals of an appropriate quality, composition and other specified properties suitable for their intended purpose and the conditions of use. Given the diversity and specificity of scientific research and laboratory procedures, the relevant chemicals must be of appropriate quality and properties for use in higher-education and scientific-research laboratory practice and must meet the requirements established in the technical specifications. The requirements particularly relate to composition, degree of purity, quality, concentration, form and size of packaging, and other properties relevant to their intended purpose and the intended method of use.
