TENDER DESCRIPTION

The subject of this procurement procedure is services from the service profile “Building and Interior Planning” (§§ 34 et seq. HOAI). The contract includes the planning work for the listed existing structure, the planning of the required new and extension buildings—particularly the connecting and event area referred to as the “Forum”, including the stairwell and WC facilities, as well as the new lift system—and the interior design concept for the library and cultural centre. To prepare for the project, the City of Syke commissioned the office FRANKE Architektur | Innenarchitektur with a feasibility study for the conversion of the Wessel Hotel into a library and cultural centre with an extension of a forum including WC facilities. The study is available in the updated version dated 26.06.2026 (Appendix B01). It examines the existing building and develops urban-planning, functional and design solution approaches, including a usage concept, a catalogue of required measures per storey, as well as a cost estimate based on BKI cost reference values (new build 2026, existing building 2025).
