TENDER DESCRIPTION

The subject of this procurement procedure is services falling under the service profile of building-object planning and interiors (§§ 34 ff. HOAI). The contract includes the design processing of the listed existing structure, the planning of the required new-build and extension buildings—particularly the connecting and event area referred to as the “Forum”, including the stairwell and WC facilities, as well as the new lift installation—and the interior-space concept for the library and cultural centre. To prepare the project, the City of Syke commissioned the office FRANKE Architektur | Innenarchitektur to carry out a feasibility study for the conversion of the Hotel Wessel into a library and cultural centre with an extension of a Forum including WC facilities. The study is available in the updated version dated 26.06.2026 (Appendix B01). It examines the existing structure and develops urban-planning, functional and design solutions, including a use concept, a catalogue of the measures required per storey, and a cost estimate on the basis of BKI cost reference values (new build 2026, existing building/retrofit 2025).
