Description of the contract Initial situation: The City Council of the State Capital Wiesbaden (LHW) passed a resolution on 17 September 2020 to carry out the urban development measure "Ostfeld" (SEM Ostfeld) according to § 165 of the Federal Building Code (BauGB) as a statute. The planning area is located in the east of Wiesbaden, in close proximity to the districts Erbenheim and Mainz-Kastel, and covers an area of approximately 450 hectares. The planning goal is to create a balanced mix of affordable housing, work, open spaces and biotope areas. An innovative and future-proof district with predominantly residential use as well as sufficient space for commercial purposes is to be developed. On 15 July 2023, the LHW, together with the Wiesbaden Urban Development Corporation (SEG) as developer and trustee of the urban development measure Ostfeld, announced a Europe-wide open two-phase urban and landscape planning ideas competition as a cooperative procedure.
