Description of the contract Description: On 17 September 2020, the City Council (Stadtverordnetenversammlung) of the state capital Wiesbaden (Landeshauptstadt Wiesbaden (LHW)) decided to carry out the urban development measure “Ostfeld” (SEM Ostfeld) in accordance with Section 165 of the German Building Code (Baugesetzbuch (BauGB)) as a statute. The planning area is located in the east of Wiesbaden, in the immediate vicinity of the districts of Erbenheim and Mainz-Kastel, and comprises an area of approximately 450 hectares. The aim of the planning is to create a balanced mix of affordable housing, employment, open spaces and biotope areas. A new, innovative and future-proof district is to be developed, with predominantly residential use and, at the same time, sufficient space for commercial activities. On 15 July 2023, the LHW, together with the Stadtentwicklungsgesellschaft Wiesbaden (SEG), as the development entity and trustee of the urban development measure Ostfeld, commissioned a Europe-wide, open, two-phase urban design and landscape-planning ideas competition as a cooperative procedure.
