The contract timeline is as follows:

Contract Start Date:

The agreement officially starts on February 1, 2027, which also marks the start of the takeover of operations. The contract signing is scheduled for January 15, 2027.

Contract End Date and Total Duration:

The contract has an initial duration of 2 years. After the initial period, it automatically renews for 1 year at a time, unless terminated by the Customer with 3 months' notice or by the Supplier with 6 months' notice before the renewal date.

Contract Phases (Post-contract start):

The agreement is divided into three main phases:

1. Establishment phase: This phase includes Planning, Implementation, Testing before start-up day, Start-up period and start-up day, and an Approval period.

• Planning and consulting for further development of the Consumer Authority's online services begin at the contract's start on February 1, 2027.
• The takeover of operations will be completed during 2027.
• Development assignments start after a separate agreement.
• The supplier must have prepared a test plan for the operation service at least two weeks before the start of the operation service.

The core scope of work for this tender involves a threefold agreement for strategic advice, development, and operation of Forbrukertilsynet's web services.

The Statement of Work summary and core deliverables include:

• Strategic Advice: Providing strategic advice related to usability, operation, development, and improvement of websites, focusing on creating better digital services for users, and potentially covering all channels, content production, and other related needs. The supplier is expected to be an active strategic partner, proposing improvements, identifying and implementing enhancements, and planning and executing new functionality. This also includes advice on how AI can be used for user-friendly web services and a plan for user testing, user behavior analysis, and optimization of websites.
• Operation and Further Development of Existing Websites: Operating and further developing existing websites, which includes the management of containers optimized for multi-container applications (CMS/commerce/DXP, etc.). The underlying infrastructure is provided by Amazon Web Services. The supplier will take over the customer's existing websites, including specific details like forbrukertilsynet.no, which is a WordPress installation using Twig for theming, Gutenberg editor, ElasticPress for search, and defined taxonomies and content types. A service and maintenance agreement is required, covering operation, readiness, availability, maintenance, and management.
• Development of New Websites: Developing new websites or restructuring existing ones to replace current ones, which will then be operated and further developed during the agreement period. This includes activities such as planning, project execution, implementation, and training, along with considerations for licenses and hosting.
• Service and Support: Organizing service, user support, and follow-up of inquiries.
• Retainer Solution: Offering an optional retainer solution with different scopes and associated hours per month.
