The contract has an anticipated start date for each lot on February 9, 2027. However, the execution of the contract cannot commence before January 1, 2027. The total duration of the contract for each lot is 3 years. The term will begin either from the formalization of the contract or from the date specified in the contractual document, with the actual start date for the provision of the supply to be set in the contract. There is no provision for an additional extension. Nevertheless, if a new contract is not formalized by the expiration of the original one due to unforeseen events during the award process, and there are public interest grounds to maintain the service, the original contract may be extended for a maximum of nine months until the new contract's execution begins, provided the tender announcement for the new contract was published at least three months prior to the original contract's end date. Payments for supplies will be certified annually.

The core scope of work for this tender is the supply and renewal of software licenses, categorized as an administrative supply contract in accordance with Article 16 of Law 9/2017. The contract is divided into four main lots: Lot 1 involves the supply and renewal of Autodesk licenses, including products like AEC Collection, AutoCAD, and AutoCAD LT, along with annual support. Lot 2 covers the supply and renewal of Adobe software licenses, specifically VIP Creative Cloud for Teams and Adobe InDesign CC. Lot 3 focuses on the supply and renewal of Lotus Domino software licenses, particularly HCL Domino Complete Collaboration. For Lot 3, additional services include the identification and prevention of future needs, providing best practices information from the manufacturer, immediate notifications of critical software issues, and comprehensive incident management (single point of contact, technical query responses, product trend information, and escalation to the manufacturer). It also includes the download, update, and installation of various HCL products such as HCL Domino, HCL Domino AppDev Pack, HCL Domino Designer, HCL Notes, HCL Nomad for iOS and Android, HCL SafeLinx, HCL Sametime, HCL Traveler, HCL Traveler for Microsoft Outlook, HCL Verse, and InstallShield Tuner for Notes. Lot 4 is for the supply of an Autoturn license. The contract has a duration of three years and is not extendable, with the expected start date for all lots being February 9, 2027.
