TENDER DESCRIPTION

1. This procedure is conducted in an open tender mode pursuant to Article 132 of the Public Procurement Law (Pzp) and these Terms of Reference, hereinafter referred to as the SWZ. 2. The estimated value of the contract exceeds the amount specified in the notice of the President of the Public Procurement Office of 3 December 2023 regarding the current EU thresholds, their equivalents in PLN, the equivalents of the amounts in PLN expressed in euros, and the average PLN exchange rate against the euro constituting the basis for converting the value of public contracts or competitions, issued on the basis of Article 3(2) of the Pzp. 3. The Contracting Authority provides for the so-called reverse procedure referred to in Article 139(1) of the Pzp, i.e., the Contracting Authority shall first examine and evaluate tenders, and then shall carry out the entity-related qualification of the Contractor whose tender was rated highest, in respect of the absence of grounds for exclusion and fulfilment of participation conditions in the procedure.
