    TENDER DESCRIPTION

    This tender seeks a comprehensive Summa-solution as a delivery project, specifically for handling summary claims, encompassing system adaptation, successful deployment for production use, and providing all necessary documentation.     The contract timeline includes the following:

    Contract Start Date:

    The delivery project is scheduled to start in October 2026, coinciding with the procurement decision. The Project Agreement itself comes into force when the Main Agreement is signed by both parties, which is also when the Main Agreement and Maintenance Agreement become effective. The delivery project formally begins with a decision by the project steering group after the agreement is in force, provided that key personnel have received security clearance or an exemption.

    Contract End Date & Total Duration:

    The Main Agreement and Maintenance Agreement are valid for a fixed term of two (2) years after the System is transferred to the support and maintenance service. Following this fixed-term period, these agreements will continue indefinitely. The Project Agreement concludes without separate termination once all project-related work and deliverables have been successfully completed and all contractual obligations are met. A warranty period of six (6) months is also specified.

    Key Milestones/Phases:

    • October 2026: Procurement decision and project start.
    • November (2026): Proof of Concept (PoC) phase begins, with implementation starting concurrently.
    • November 2026 - December 2027: This period covers implementation, supplier testing, and production deployment. This phase also includes the Client's responsibilities for data protection impact assessments, security audits, accessibility and usability testing, and performance/load testing.
    • Within twelve (12) months from project launch: Delivery of the Summa solution (System) must occur.
    • After project completion: Support and maintenance services will commence, subject to a separate decision and governed by a maintenance agreement.
    • After System Deployment: A warranty period of six (6) months follows the deployment of the system.

    • Establishment of cloud environments in collaboration with the client.
    • Installation of the system in test, development, and training environments, and providing installation instructions to the service provider for production and other environments.
    • Ensuring the project's completion within the agreed schedule, accounting for client decision-making time, time allocated for audits/evaluations and acceptance testing, and time for rectifying any issues.
    • Preparation and maintenance of the project plan (Appendix 5 of the Master Agreement), subject to client approval.
    • Overall responsibility for the solution and services to function according to the Master Agreement and its appendices upon project completion, forming a fully operational entity for the client. This includes all tasks necessary to launch the solution and deploy services by the agreed date.
    • The project also covers system deployment, an intensified support period, and corrections during the warranty period.
