TENDER DESCRIPTION

Since 2020, the City of Villeurbanne has initiated numerous changes to its public policies, particularly regarding paid parking. Thus, since 2023, the City has chosen to entrust the management of its paid parking facilities to a single operator in order to support the extension of its perimeter and the modernization of the related organizational arrangements: new pricing, changes to zoning areas, LAPI control, etc. The new political mandate 2026-2032 is in line with the mobility policy initiated by the City in 2020 and provides for further expansion of the perimeter of paid parking from 8,000 spaces in 2026 to 13,000 spaces by the end of 2031. It also aims to continue the evolution of the organizational arrangements for this policy with pricing changes, changes in the categories of eligible beneficiaries (new pricing, changes to residential zoning areas, etc.) and the development and implementation of new tools. Given these multiple challenges, the City of Villeurbanne wishes to continue to call on a single operator to manage its paid parking facilities and roll out these new tools.
