TENDER DESCRIPTION

Since 2020, the City of Villeurbanne has initiated numerous changes to its public policies, particularly those relating to paid parking. Thus, since 2023, the City has chosen to entrust the management of its paid parking facilities to a single operator in order to support the extension of its perimeter and the modernisation of the associated organisational arrangements: new pricing, changes to zoning areas, LAPI control, etc. The new political mandate for 2026-2032 is in line with the mobility policy launched by the City in 2020 and provides for further extension of the paid parking area from 8,000 spaces in 2026 to 13,000 spaces by the end of 2031. It also aims to continue to evolve the organisational arrangements for this policy through pricing changes, changes to the categories of eligible beneficiaries (new pricing, changes to residential zoning areas, etc.) and the development and implementation of new tools.
