The contract timeline is as follows:

• Contract Start Date: The start date for the provision of the service is initially scheduled for April 1, 2027. The definitive start date will be established in the contract as per article 35.1.g) of the LCSP.
• Total Duration: The contract will have an initial duration of two (2) years. It can be extended for an additional two (2) years, but the total duration, including extensions, cannot exceed four (4) years.
• Key Milestones/Phases:
• Service Implementation Phase: This phase, known as "puesta en funcionamiento," has a maximum duration of 45 natural days, commencing from the service provision start date or from any improvement offered under criterion 4 of clause 1.11. This 45-day period is an essential obligation of the contract.
• Submission of Implementation Plan: Within 5 natural days following the start of the service provision, the contractor must submit an Implementation Plan. This plan needs to detail the task schedule (Gantt/PERT), define the work team, outline connectivity protocols, and include plans for knowledge capture and initial training. This deadline is categorized as a Service Level Agreement (SLA).
• The Implementation Plan must enable the contractor to meet the established SLAs from the third business day following the service's operational start date.
• Contract Adjudication: The contract must be awarded within a 2-month period, as stipulated in article 158 of the LCSP.

The core scope of work for this tender involves the contracting, implementation, maintenance, and evolution of a modular Software as a Service (SaaS) solution based on Artificial Intelligence (AI). This solution aims to improve administrative processes for the Diputación de Barcelona and local entities within its territorial scope.

The primary objective is to automate intensive administrative tasks such as review, analysis, and drafting, thereby increasing efficiency, reducing errors, and allowing human resources to focus on higher-value functions. The solution must ensure security, transparency, traceability, and regulatory compliance.

Key deliverables and services include:

• Provision of the Software as a Service (SaaS).
• Tasks related to implementation and user training.
• Ongoing technical and functional support.
• A dedicated pool of hours for the development of new functionalities and adaptations.
• Incident management, including corrective maintenance.
• A support tool and established communication channels.
• Commissioning and continuous monitoring of the contract.
• Corrective and evolutionary maintenance services.
• Management and updating of associated documentation in both Catalan and Spanish.

The solution must operate as a multi-tenant system with complete data isolation, support modular contracting of functionalities, licenses, and resources, and manage multiple users, roles, and permissions. A critical requirement is the ability to integrate third-party AI models and allow for changes in AI providers without structural refactoring. It should also permit the progressive incorporation of new functionalities over the contract's duration. The functional scope includes specific AI capabilities for analyzing strategic plans, extracting hierarchical information, thematic identification, linking results to Sustainable Development Goals (SDGs), and generating aggregated results. The contractor is also responsible for supervision of quality, risks, incidents, and escalation management.
