Élaboration des PCAET

The contract timeline consists of an overall framework agreement duration and specific phases for the studies.

The framework agreement is concluded for a duration of one year starting from its notification date. It can be renewed three times for an additional year each, meaning the total duration cannot exceed four years. The renewal is tacit unless a non-renewal decision is explicitly notified two months before the annual deadline. The actual start of services for each study will commence from the date a purchase order is issued.

An indicative planning for the phases of the PCAET/EES (Plans Climat-Air-Énergie Territoriaux / Évaluation Environnementale Stratégique) includes:

• Phase 1 (Cadrage): M0 to M2 (2 months).
• Phase 2 (Diagnostic + BEGES): M2 to M8 (6 months for the diagnostic, conducted in parallel with the Environmental Impact Assessment (EIE)).
• Phase 3 (Stratégie): M8 to M12 (4 months).
• Phase 4 (Programme d'actions): M12 to M17 (5 months).
• Phase 5 (Suivi/évaluation): M16 to M18 (2 months).
• Consultations (AE, public, préfet): M18 to M25 (7 months).

The provided planning is indicative, and the actual duration cannot exceed the planned duration by more than 5%, both per phase and overall. Regulatory consultation delays (e.g., environmental authority, public participation, prefect's opinion) and delays caused by the contracting authority or third parties will extend the schedule and are not factored into this duration.

The core scope of work for this tender involves two main lots for the benefit of communes grouped within the community spaces of Pieve de l'Ornano, Sartenais-Valinco-Taravo, Alta Rocca, Celavu-Prunelli, and Spelunca-Liamone.

Lot N°1: Elaboration des Plans Climat-Air-Énergie Territoriaux (PCAET)

This lot comprises six phases:

• Phase 1: Framing the approach (Cadrage de la démarche).
• Phase 2: Territorial diagnosis and Greenhouse Gas Emissions Report (Diagnostic territorial et BEGES), which includes an AFOM analysis of the diagnostic.
• Phase 3: Territorial strategy and objectives (Stratégie territoriale et objectifs), involving the proposal of three scenarios, validation by the steering committee (COPIL), and the definition of strategic and operational objectives (covering greenhouse gas reduction, carbon storage, energy consumption control, renewable energy production, pollutant reduction, network evolution, and adaptation).
• Phase 4: Action program (Programme d'actions), which focuses on developing a program to achieve the adopted strategy, including organizing and animating workshops and preparing detailed action sheets.
• Phase 5: Monitoring and evaluation system (Dispositif de suivi et d'évaluation), which involves proposing a monitoring method, defining indicators, and producing an environmental report.
• Phase 6: Consultation of Public Persons and the Public (Consultation des PPA et du public), including obtaining opinions from the Environmental Authority, public participation, and the prefect's opinion, followed by adoption and submission to ADEME.

This lot consists of eleven phases:

• Phase 1: Preliminary exchanges and evaluation method (Échanges préalables et méthode d'évaluation).
• Phase 2: Initial State of the Environment (État Initial de l'Environnement - EIE), based on various data sources such as DREAL, INPN, Carmen, Gest'eau, cartorisque, BASIAS, INSEE, OREGES, Qualitair Corse.
• Phase 3: Prior framing with the Environmental Authority (Cadrage préalable auprès de l'Autorité environnementale).
• Phase 4: Iterations and impact analysis (Itérations et analyse des incidences), including multi-criteria impact analysis and scenario planning.
• Phase 5: Residual impacts and Avoid-Reduce-Compensate (ERC) measures (Incidences résiduelles et mesures ERC).
• Phase 6: Natura 2000 impact assessment (Évaluation des incidences Natura 2000).
• Phase 7: Monitoring system and environmental indicators (Dispositif de suivi et indicateurs environnementaux).
• Phase 8: Drafting of the environmental report (Rédaction du rapport environnemental).
• Phase 9: Referral to the AE and response brief (Saisine de l'AE et mémoire en réponse).
• Phase 10: Public consultation file (Dossier de consultation du public).
• Phase 11: Environmental declaration (Déclaration environnementale).
