The contract is expected to begin in early September 2026, coinciding with the award of the contract. The contract is scheduled to end on June 30, 2032. The total duration of the contract is from September 2026 until June 30, 2032.

The contract is divided into several key milestones or phases:

• Auftragsstufe 1.A (Preparation of PPP tendering procedure): This phase is planned from the 3rd quarter of 2026 to the beginning of the 2nd quarter of 2027.
• Auftragsstufe 1.B (Execution of PPP tendering procedure): This phase is expected to run from the 2nd quarter of 2027 to the end of the 1st quarter of 2028.
• Auftragsstufe 2 (Planning and construction controlling): This phase extends until June 30, 2032.

The core scope of work for this tender involves providing technical consulting services for a Europe-wide Public-Private Partnership (PPP) tendering procedure and accompanying the subsequent planning and construction phase.

The Statement of Work is structured into two main contract stages:

Contract Stage 1: EU-wide PPP Tendering Procedure

This stage is further divided into:

• 1.A - Preparation of an EU-wide PPP Tendering Procedure: This includes the organization of project work, creation of tender documents, cost forecasting, user management, and on-site appointments. Specific deliverables involve providing existing documents, reviewing and updating demand planning, scheduling, documenting project and working group meetings, initiating decision-making processes, ensuring a uniform document layout, providing an internet-based communication platform, preparing tender notices, maintaining a digital tendering platform, creating various tender-related documents (e.g., document directory, overarching guiding document, evaluation matrices, applicant forms, contract draft, functional service descriptions for planning, construction, and operation, annexes, malus system, price sheet, EU announcement), consolidating consultant documents, updating the cost framework, and obtaining approval for tender documents.
• 1.B - Execution of an EU-wide PPP Tendering Procedure: This covers the call for tenders, first offer phase, negotiation phase, final offer phase, and proof of economic efficiency and contract signing. Key tasks include answering applicant and bidder questions, evaluating submitted applications and offers, identifying negotiation needs, conducting negotiation rounds, adapting tender documents, creating a tender recommendation, and accompanying the contract signing process. This also includes user management and on-site appointments for this stage.

Contract Stage 2: Planning and Construction Controlling

This stage encompasses services for organization, information, coordination, and the assessment of qualities, quantities, costs, deadlines, and capacities. Specific deliverables and tasks include:

• Organization, Information, and Coordination: Reviewing the PPP partner's project handbook, preparing and accompanying planning and construction meetings, contributing to internal coordination, continuously informing the project owner, accompanying internal project group meetings and bi-weekly jour-fixe meetings, assisting in change management, participating in coordination and sampling appointments, ensuring public sector cooperation, and providing quarterly status reports.
• Assessment of Qualities and Quantities: Reviewing the PPP partner's status reports on construction progress, performing quality control of planning services (evaluating design, approval, and execution planning for conformity), assessing the deadline situation during site inspections, identifying schedule consequences from requirement changes, and participating in handover and commissioning planning.
• Cost Assessment: Reviewing the final invoice from the construction company, verifying interim invoices with on-site performance assessment, and submitting written payment recommendations.
• User Management: Creating regular status reports on open points, risks, conflicts, and decision needs; accompanying sampling and user-side acceptances; supporting commissioning and user relocation; accompanying user-side review of plans; updating user-project-specific organizational guidelines; evaluating change requests; preparing and documenting coordination meetings; defining and coordinating interfaces; organizing the approval process for construction plans; and coordinating rough schedules for handover/relocation and clearing old properties.
