TENDER DESCRIPTION

The buildings of the Justice Center in Siegen are in urgent need of refurbishment and no longer meet the current usage requirements of the judiciary in Siegen. The needs plan considers the following local authorities: Regional Court, District Court, Public Prosecutor's Office, Labour Court and the outpatient social service. The approved space requirement plan covers approximately 10,505 m² of usable area. In 2025, the judiciary carried out a cost-effectiveness analysis in accordance with the procedural guideline "Rental expenditure budgeting for real estate measures of the State of North Rhine-Westphalia" (MAB guideline) as well as the guideline "Cost-effectiveness considerations for real estate measures of the State of North Rhine-Westphalia" (WB guideline). Based on the MAB process carried out, the decision to realize the new building for the new accommodation of the Justice Center (JZ) Siegen as a PPP rental model was made at the end of 2025. The Higher Regional Court Hamm will act as the client for the PPP project and will be accompanied by the Ministry of Justice NRW (JM).
