The contract timeline is as follows:

• Contract start date: 2027-02-15
• Contract end date: 2029-02-14 (initial period)
• Total duration: The framework agreement will cease after 48 months. There is a possibility to extend the agreement by 1 + 1 year, with automatic extensions of twelve months at a time. The municipality can also extend for different periods than 12 months.
• Key milestones or phases: The procurement process is divided into two steps: Step 1 is an application invitation, and Step 2 is a tender request. The tender request is scheduled to be issued at the beginning of the fourth quarter of 2026. Evaluation will occur in phase 2.

The core scope of work for this tender involves several key service areas:

• Project Management (Projektledning): This includes leading and coordinating work, including occupational safety, for building and civil engineering projects. Consultants will carry out delegated tasks from the municipality and serve as the primary point for steering, controlling, and following up on contractors and suppliers at the construction site.
• Design/Engineering (Projektering): This service focuses on the development of construction documents, as-built drawings, program documents, and building permits. It also encompasses the role of BAS-P (Building Work Environment Coordinator - Planning and Design).
• Inspection (Besiktning): This covers various types of inspections such as pre-inspection, maintenance inspection, operational inspection, final inspection, post-inspection, warranty inspection, special inspection, or over-inspection, applicable to both execution contracts and total contracts.
• Quality Control/Responsible for Control (Kontrollansvarig - KA): This role, defined by the Planning and Building Act (PBL), involves participating in the building process from planning to final inspection to ensure correctness and compliance with authority requirements. A KA must be certified, develop and ensure adherence to a control plan, participate in technical consultations, inspections, and other controls, and provide a statement for the building committee's final decision.
• Investigation (Utredning): This involves status descriptions, preliminary studies, problem formulation, and recommendations for potential solutions and their consequences.

The tender also states that these descriptions are not exhaustive, and nearby or related services are considered part of the agreement. Consultants are expected to be advisory, perform calculations, participate in meetings, create concept sketches, and provide other related consulting services. The procurement aims to secure technical consultants for successive orders and deliveries under a framework agreement, with the goal of fostering constructive, open, and transparent cooperation that benefits the municipality and all collaborating parties.
