Tender for a framework agreement on the delivery of Cybersecurity advisory and assessment services

The Framework Agreement on the delivery of Cybersecurity advisory and assessment services commences on the signature date and remains in force for 48 months, after which it will terminate without further notice, unless terminated earlier as described in clause 4. If an Order is active, the Agreement will not terminate until that Order expires or is terminated, with Orders terminating at the latest 12 months after the Agreement's termination.

Individual Statements of Work (SOWs) will include specific commencement and end dates for each project, to be inserted by the Supplier. There is also an option for prolongation of an SOW for up to a specified number of calendar months by the Customer, provided at least five (5) Work Days' written notice is given before the original end date. Important milestones for SOWs include the Supplier's delivery of specifications for Customer approval and the Supplier's delivery for Customer testing. Additionally, a clear description of testing and approval procedures, including acceptance criteria, expected Customer effort, timing, and duration, will be provided.

The core scope of work and statement of work summary for this tender involves an Order form for Services, referred to as the "Statement of Work" (SOW), which creates a separate binding agreement incorporating the terms and conditions of the Framework Agreement and its appendices. All sections of the SOW form are mandatory to be completed.

The core deliverables and scope include:

• Consultancy Services: The Customer purchases consultancy services, requiring the Supplier to provide CVs of offered consultants, choose the level of consultants in its solution description, and allocate a specified number of consultants. Details such as resource categories (Junior, Manager, Senior manager), competencies, rates, and total hours/fees are to be defined.
• Solution Description: A comprehensive solution description is required from the Supplier.
• Delivery Specification: A description of the delivery needed, to be sourced from Schedule 1.
• Specific Requirements: This includes specific license and certification requirements, if applicable.
• Acceptance Criteria: Clear descriptions of acceptance criteria are mandatory.
• Development Methodology: Specification of the development methodology (e.g., agile, Scrum, Waterfall) and tools to be used.
• Important Milestones: Key milestones, such as the Supplier's delivery of specifications for Customer approval and/or delivery for Customer testing.
• Testing and Approval Procedures: A clear description of these procedures, including acceptance criteria, expected Customer effort, timing, and duration.
• Documentation: Required documentation.
• Project Management: The Supplier is responsible for full project management for the consulting services, including managing its own resources.
• Services and Deliverables: The Supplier is to perform and deliver services and deliverables as specified in the Agreement and executed SOWs.
• Ongoing Advice: Provision of ongoing advice as specified in Schedule 1.
• Timely Delivery: Deliveries must be made in a timely manner according to agreed timelines.
• Risk Management: Conduct risk management in accordance with the agreement.
